This ALNAVRESFOR provides additional information for the Reserve Force related to the temporary exception to policy (ETP) by the Department of Defense (DoD) to Post 9-11 GI Bill transfer of education benefits (TEB) eligibility. 2. IAW reference (a), members with at least 10 years of service who, at the time of their TEB application, are unable to serve 4 additional years due to statute or standard policy (DoD or Service), and agree to serve the maximum time authorized, are eligible to transfer education benefits to eligible dependents. This ETP ends 11 July 2019. 3. Members should submit TEB applications through the Defense Manpower Data Center (DMDC) milConnect web portal at https://milconnect.dmdc.osd.mil. All Sailors are now required to complete the online self-service Statement of Understanding (SOU) found at https://myeducation.netc.navy.mil/webta/home.html#nbb. 4. TEB applications submitted on, or after, 12 July 2019 are subject to the revised TEB policy contained in references (b) and (c). This policy changes TEB eligibility to service members with 6-16 years of service, who are eligible to serve (and obligate) 4 additional years. This shift has the potential to impact senior officers who use the Apply process to remain in a pay status. Additional policy is currently in development to maximize opportunities to retain eligibility for these members to transfer benefits. 5. Eligible members with dependents are highly encouraged to submit TEB applications as soon as possible.
