This message addresses the fiscal year 2020 cancellation of the Direct Commission Officer Indoctrination Course (DCOIC) and the associated transition to Officer Development School (ODS) and the Limited Duty Officer (LDO) and Chief Warrant Officer (CWO) Academy. 2. Purpose: This message defines specific schools for Direct Commission Officers (DCOs), LDOs and CWOs for their initial accession training. 3. Background: Currently, DCOs, LDOs and CWOs attend DCOIC, administered by Officer Training Command Newport(OTCN), within one year of commissioning to complete accession training. Naval Service Training Command (NSTC) completed a program review of DCOIC in January 2018 and deemed that the DCOIC curriculum did not meet all Academic/Military Training and Knowledge Requirements. NSTC and OTCN subsequently canceled all DCOIC classes convening after 30 Sep 2019. 4. Action for DCOs: Effective 1 Oct 19, all DCOs will attend ODS. ODS is five weeks in length. DCOs should expect to use Additional Duty for Training - Schools (ADT-Schools) orders to attend ODS. ODS funding guidance will be provided annually via the COMNAVRESFORNOTE 1001 Series (Force Execution Guidance). In accordance with existing policy, officers must complete ODS within one year of commissioning, or the officer may be transferred to the Individual Ready Reserve (IRR). 5. ODS split option: A limited number of "split option" seats will be available each year. The ODS split option allows for reserve officers to attend ODS over two separate training periods. The split option divides ODS into a first phase that is three weeks in length, and a second phase that is two weeks. Specific ODS split option funding information will be provided annually via the COMNAVRESFORNOTE 1001 Series (Force Execution Guidance). NSTC will update and maintain quota information for ODS split option seats in the Corporate Enterprise Training Activity Resource System (CETARS) and Catalog of Navy Training Courses (CANTRAC). A limited number of split option quotas will be available each year in CANTRAC and CETARS. In accordance with existing policy, officers attending ODS via the split option must complete both phases of ODS within one year of commissioning, or the member may be transferred to the IRR. The split option is only available for ODS. The LDO/CWO Academy does not have a split option. 6. Action for LDOs/CWOs: effective 1 October 2019, all LDOs and CWOs will attend the LDO/CWO academy. The LDO/CWO academy is four weeks in length. LDOs and CWOs should expect to use Annual Training (AT) orders to attend LDO/CWO. LDO/CWO Academy funding guidance will be provided annually via the COMNAVRESFORNOTE 1001 Series (Force Execution Guidance). In accordance with existing policy, new LDOs/CWOs must complete LDO/CWO Academy within one year of commissioning, or the officer may be transferred to the IRR. 7. Prerequisites: Officers are highly encouraged to secure an ODS or LDO/CWO Academy class seat for a class starting no earlier than at least thirty (30) days after their commissioning date in order to allow sufficient time to complete the pre-requisites below. Officers must accomplish the following actions before attending either ODS or LDO/CWO Academy: a. Officer must be fully gained by their NOSC (DSC 200 with a strength gain of 1). Unit and NRA staffs are highly encouraged to use the Direct Commissioned Officer Checklist to ensure gains are completed properly. The checklist is located on the CNRFC N7 New Accession SharePoint page. b. Officer must reflect as an officer in the Defense Finance and Accounting Service (DFAS), in the Navy Reserve Order Writing System (NROWS), and in the Enterprise Naval Training Reservation System (eNTRS). c. Officer must have had a security clearance investigation initiated or have a positive determination from the investigation. d. Officer must have a government travel credit card linked to their reserve Defense Travel System (DTS) profile. 8. Exceptions: Waiver requests to exceed the one-year requirement to complete accession training will be considered on a case-by-case basis by CNRFC. Waiver requests must be sent to CNRFC no later than sixty (60) days prior to the member?s one-year anniversary of commissioning.
