This NAVRESFOR announces increased high year tenure (HYT) waiver opportunities for Selected Reservists (SELRES) and Individual Ready Reserve (IRR) - Voluntary Training Unit (VTU) Sailors who want to remain in a drilling status. Reference (a) establishes a HYT policy that is used to properly maintain and shape the Reserve Force. An integral part of this process is a waiver authority that enables the Reserve Component (RC) to retain appropriate levels of qualified and motivated Sailors. As a Total Force, our Navy is growing, which has created a dynamic environment for the RC to develop rewarding opportunities for drilling Reservists who are interested in serving in undermanned communities to support critical billets. 2. In order to maintain the health of communities, not all ratings and paygrades will be open for consideration. A focused list of the targeted ratings and paygrades will be updated on a quarterly basis and maintained by the Bureau of Naval Personnel Enlisted Community Manager (BUPERS-352) and distributed via the following web-sites: (a) Navy Personnel Command BUPERS-35 Website, https://www.public. navy.mil/bupers-npc/enlisted/community/selres/Pages/default2.aspx (b) Navy Reserve Homeport CNRFC N15 Website, https://private.navy reserve.navy.mil/cnrfc/N-Codes/N1/cnrfc_N15/N151/Pages/default.aspx 3. The waiver process, for specified ratings, will follow the guidance established in reference (a). Navy Reserve Unit and Activity Commanding Officers are expected to continue to recommend approval of HYT requests for Sailors who demonstrate sustained superior performance, as these recommendations will play an important role in the waiver adjudication process. All approved waivers will be for a duration up to 2 years and will be forwarded to CNRFC N12 for billet assignment processing. Sailors applying from the VTU must indicate their desire to be assigned to a SELRES (paid) billet and must route HYT waiver requests to PERS 913 at https://www.public.navy.mil/bupers-npc/career/reservepersonnelmgmt/ enlisted/Pages/HYT.aspx for forwarding to BUPERS-352 for final adjudication. 4. Upon approval of HYT waiver, Sailors will be assigned to billets based on needs of the Navy with a projected rotation date (PRD) that matches the new established HYT date IAW reference (b). CNRFC N12 will generate Inactive Duty for Training (IDT) orders via the Reserve Force Management Tool within 5 business days of receipt of HYT waiver approval. In-assignment processing (IAP) assignments will not be issued and billet assignment prioritization will be made in accordance with reference (b). 5. Points of contact.
