This message outlines Commander Navy Reserve Force guidance for sustaining Navy Reserve unit and individual readiness for FY-21. While COVID-19 continues to be a disruptive force, our ability to mitigate risk while also enabling mission accomplishment has adapted and matured. a. We must refocus on restoring unit and individual readiness lost due to COVID restrictions. While the responsibility for individual readiness lies with each Sailor, driving readiness must be the focus of Navy Reserve Activities (NRA) and unit Commanding Officers (CO). Telework and virtual drills have proven to be effective tools for maintaining social distancing, but they are inadequate for key aspects of readiness. COs are directed to work with their Sailors to develop a plan for on-site drills when required to achieve individual and unit readiness. COs shall apply scrutiny to virtual drill weekends and the potential impacts to readiness. Communication between the NRA, unit leadership, and selected reservists (SELRES) is critical to ensure readiness is achieved while navigating local COVID conditions. Failure to attend a drill weekend in-person, for medical/dental appointments, or other readiness requirements, when directed by NRA or unit leadership, may result in an unauthorized absence (UA), for each associated drill period. b. NRAs shall continue to execute Force Health Protection (HPCON) measures including, but not limited to, emphasizing mask usage and social distancing, good cleaning protocols, and thorough symptom review screenings. Communicate to Sailors the precautions in place to safely conduct on-site drills. All Navy Reserve Sailors will remain vigilant while mitigating their risk of exposure both on and off duty. 2. All official travel is still subject to the conditions-based approach laid out in ref (a). Any orders involving travel will be assessed using the two factor method for determining if a location is 'green' or 'red'. Members may travel from a 'green' location to another 'green' location with no specific travel restrictions. If the member is traveling to or from a 'red' location, they are subject to the DoD stop-movement guidance and require a mission essential waiver. Waiver authority for official travel will continue to be communicated to CNRFC N31 from Operational Support Officers (OSO) for inclusion on the Mission Essential Tracker. Gaining commands establish Restriction of Movement (ROM) requirements and shall be coordinated with OSO. Travel to NRA/NOSC or other on-site drill location does not require a waiver. Check with NRA/NOSC prior to travel for local conditions based requirements or restrictions. 3. FY21 Force Execution Guidance, ref (b), was signed 15 Sep 2020 and can be found on N31's SharePoint site: https://private.navyreserve.navy.mil/cnrfc/N-Codes/N3/ Shared%20Documents/N31.aspx. a. Changes made in the FY21 guidance include expanded language on Inactive Duty Training Travel (IDTT), Chief Petty Officer Indoctrination, Inactive Duty Training Reimbursement (IDT-R) guidance, and COVID-19 considerations. b. Inactive Duty Training Reimbursement (IDT-R) eligibility has been expanded to SELRES with critical skill sets in commissioned unit leadership billets (including CNIFR) and Maritime Expeditionary Security Squadrons (MSRONs). SELRES may be eligible for IDT-R and the associated $500 reimbursement, depending on their rating, billet assignment, assigned unit, and distance from their RUIC. Information related to eligibility specifics and program guidance is contained in COMNAVRESFORNOTE 5420 and includes qualifying ratings, Navy Enlisted Classification Codes (NEC), and eligible units/billets. COs shall notify Sailors of their eligibility. COVID-19 resulted in a significant drop in the execution of Annual Training (AT) from FY19 to FY20, and the associated loss of support to our gaining commands and individual Warfighting Readiness. Unit leadership shall strive to have their Sailors execute AT early in FY21 by working in tandem with OSOs to identify opportunities. As a Force, we risk losing AT funds if not executed in the first and second quarters of FY21. 4. The timely and accurate adjudication of drills remains paramount as we continue to drive accountability that supports readiness. The ability to reschedule drills can generate budgetary challenges and expenditure uncertainty towards the end of a fiscal year. Therefore, we need to minimize the amount of rescheduled drills in the month of September. Only drills expected to be executed in September should be rescheduled in September. Drills 'pushed' to the end of the FY to be later executed earlier in the FY, shall be scheduled NLT 31 August. 5. We, as a Reserve Force, answered the call in FY20. In every way, we exceeded expectations and demonstrated that the Reserve Force will respond with speed and agility under challenging conditions. In FY21, we will continue to focus on Warfighting. It is expected that every Sailor is Mobilization Ready, the baseline for activation, and that with the support and guidance of their leaders become Warfighting Ready, trained and able to fight on day one if our Reserve Force is needed by our Navy and Nation. 6.
