REF B IS OPNAVINST 6110.1J, PHYSICAL READINESS PROGRAM. RMKS/1. To align Navy Reserve mobilization policy with reference(a), effective immediately: a. Physical Fitness Assessment (PFA) failures no longer automatically preclude mobilization. Service members with PFA failures are now eligible for both voluntary and involuntary mobilizations. b. Navy Reserve Activities (NRAs) should prepare and process Sailors identified for mobilization, regardless of PFA status. c. Mobilization orders cancelled, or approved for cancellation, by Commander, Navy Reserve Force (COMNAVRESFOR) prior to the date of this message will remain cancelled. 2. In accordance with reference (b), Sailors who fail the PFA prior to mobilization should expect to participate in the Fitness Enhancement Program (FEP), or equivalent fitness program, at their ultimate duty station. 3. Commander, United States Fleet Forces Command (COMUSFLTFORCOM) will evaluate potential adverse mission impacts this policy may have on specific mobilization requirements. If a Sailor with a PFA failure is determined unfit to fulfill their mobilization orders, the orders will be cancelled. Sailors in this circumstance may be re-tasked by COMNAVRESFOR to a different mobilization requirement. 4. The Expeditionary Combat Readiness Center (ECRC) will continue to determine ultimate medical suitability for mobilization. 5.
