Richard S. Lofgren

Rear Admiral Richard S. Lofgren is a 1993 graduate of The University of Texas at Austin where he earned a Bachelor of Arts Degree in History. He was commissioned an Ensign after completing the Navy Reserve Officer Training Corps curriculum at Texas. Upon completion of Surface Warfare Officer School and Steam Engineering School in Newport, Rhode Island, he reported onboard USS WASP (LHD-1) in Norfolk, Virginia. He completed two significant deployments in direct support of Operation Uphold Democracy in Haiti and Operation Joint Resolve in the Balkan region.

Lofgren affiliated with the Navy Reserve (NR) on September 11, 2001, joining NR Commander in Chief Pacific Fleet Detachment 111 as Training Officer. Other assignments include tours as Intelligence Officer for Naval Embarked Advisory Team 111; Executive Officer of Inshore Boat Unit 14; N7 for NR United States Pacific Command Detachment 111; Training Officer and plankowner for Maritime Expeditionary Security Squadron 11; Senior Assessor for Coastal Riverine Group ONE; Reserve Deputy Commodore for Coastal Riverine Group TWO and Chief Staff Officer for Camp Titan, Camp Lemonnier, Djibouti.

His Command tours include Recruit Support Unit 1150; Inshore Boat Unit 15; Maritime Expeditionary Command and Control Division 31; Maritime Civil Affairs and Security Training Squadron ONE; NR Commander LCS Squadron ONE Surface Warfare Mission Module; Coastal Riverine/Maritime Expeditionary Security Squadron 8; and NR Commander, Fourth Fleet. He also served as the Co-Director for the Coastal Riverine Force within the Surface Warfare Reserve Enterprise.  

Lofgren became the Acting Chief of Navy Reserve on September 2, 2025.  As Acting Commander, Navy Reserve Force, he leads approximately 59,000 Reserve Component personnel who support the Navy, Marine Corps and Joint Force.

Lofgren is a graduate of the Navy Senior Leader Seminar Course at the Naval Postgraduate School in Monterey, California; and completed his Joint Professional Military Education at the Naval War College’s Command and Staff College in Newport, Rhode Island. A qualified Surface Warfare Officer, he is authorized to wear the Command at Sea, Command Ashore and Small Craft Officer-in-Charge of combatant craft insignias. His military awards include the Legion of Merit (two awards), Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medals (four awards), Navy and Marine Corps Achievement Medals (two awards) and various unit, expeditionary and campaign awards.

A third-generation Naval Officer, he is the son and grandson of Naval Aviators.

Rear Adm. Luke Frost is a native of South Bend, Indiana. He is a graduate of the University of Notre Dame, where he earned a degree in Finance and Business Economics and was commissioned in 1996. He holds a Master of Arts in National Security and Strategic Studies from the United States Naval War College, where he was graduated with highest distinction and recognized as the President’s Honor Graduate.

At sea, he was first assigned to USS Ingersoll (DD 990) as anti-submarine warfare officer and combat systems officer, deploying to the Central Command area of responsibility. His next assignment was to USS George Washington (CVN 73) where he served as auxiliaries’ officer and repair officer and deployed to the Mediterranean Sea, the Adriatic Sea, and the Arabian Gulf. As a department head, he was assigned to USS Chafee (DDG 90) as weapons officer and combat systems officer, deploying twice to Central Command.

Ashore, he has been assigned to the personal staff of a United States House of Representatives member as a Department of Defense legislative fellow. He has served on the Chief of Naval Operations staff in Washington, DC, and as assistant chief of staff for Operations, Plans and Strategy (N3/5), on the staff of Commander, Naval Surface Forces, U.S. Pacific Fleet. He has completed a fellowship in national security and foreign policy with Massachusetts Institute of Technology and earned a certificate of legislative studies from Georgetown University.

Frost’s command tours include USS Paul Hamilton (DDG 60), where he completed an accelerated and extended independent ballistic missile defense deployment to Central Command, and USS America (LHA 6), where he completed a homeport shift to the Western Pacific joining forward deployed Naval Forces Japan and operating extensively throughout the Indo-Pacific. As a Flag Officer he served as Director, Reserve Warfare (OPNAV N0959) on the staff of the Chief of Naval Operations.

Frost has been awarded the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy Achievement Medal and various unit and campaign awards.

Rear Admiral John Saccomando is a native of Buffalo, New York. He graduated from the Georgia Institute of Technology with honor and was commissioned in September 1994 via NROTC. He attended the Joint and Combined Warfare School and the National Defense University for his joint professional military education and completed executive education programs at Northwestern University’s Kellogg School of Management and with the Dale Carnegie Institute.

LT Saccomando first served as an F-14D pilot in the VF-213 "Blacklions" where he completed two extended combat deployments in the F-14D on USS Carl Vinson (CVN 70), flying more than 50 combat strikes in support of Operations Southern Watch and Enduring Freedom. He returned to VF-101 as an F-14 flight instructor and demonstration pilot.
 
LT Saccomando was then selected to join the Blue Angels in 2003 as the right wing (#2) of the storied Blue Angel Diamond. While publicly representing the Navy and Marine Corps, he accumulated 1,000 hours in the F/A-18 Hornet flying airshows in over 72 cities in front of 20 million spectators.
 
LCDR Saccomando transitioned to the F/A-18F with the VFA-41 “Black Aces” and completed two extended combat deployments on USS Chester Nimitz (CVN 68) flying strikes in support of Operations Iraqi and Enduring Freedom. His achievements include numerous “Top Eleven Ball Flyer” awards, the Airwing’s “Top Hook” award, and VFA-41’s 2007 Pilot of the Year.  LCDR Saccomando transitioned to the Navy Reserve in 2008 and joined the VR-1 Starlifters flying the C-37B at Joint Base Andrews.
 
In 2012, Saccomando reported to the VR-56 Globemasters for his first command tour. Under his command, VR-56 received the 2014 Battle “E” and was also awarded the coveted 2014 Navy Reserve Squadron of the Year. Subsequent command tours include Training Airwing One Reserve Component Commander, NATO Allied Command Transformation det DC, Chief of Naval Forces Europe/Africa MPP det 413, and Commander, Naval Installations Command, Navy Emergency Preparedness Liaison Officer (NEPLO) Program Commander.
 
Rear Admiral Saccomando’s flag tours include Reserve Director of the Maritime Headquarters, US Pacific Fleet, and Deputy Commander, Naval Air Force Atlantic.
 
Saccomando’s decorations include three Legion of Merits, Defense Meritorious Service Medal, three Meritorious Service Medals, six Air Medals (one Combat Distinguishing Device), five Navy and Marine Corps Commendation Medals (one Combat Distinguishing Device), two Navy and Marine Corps Achievement Medals, and various personal and unit awards.  He has accumulated more than 5,000 Navy flight hours and has 579 carrier arrested landings.

Rear Adm. Greg Emery is a native of Clarksburg, Maryland. He graduated with distinction from the United States Naval Academy with a Bachelor of Science in Oceanography. He earned a Master of Arts from the Naval War College in National Security and Strategic Studies and his Joint Professional Military Education from the Joint Forces Staff College.

Emery initially served as a surface warfare officer aboard USS Mitscher (DDG 57) and transferred to naval oceanography in 1998. He now serves as a member of the Navy’s Information Warfare community.
 
Affiliating with the Navy Reserve in 2001, his shore assignments include training officer, Naval Support Activity Bahrain, Wichita, Kansas, officer-in-charge, Naval Meteorology and Oceanography Reserve Activity Pearl Harbor, Hawaii, and executive officer, Naval Oceanographic Office Intelligence unit.  In 2006, he was recalled to active duty as reserve program director for commander, Naval Meteorology and Oceanography Command.

Emery mobilized as the chief of staff for the director of intelligence, Headquarters Resolute Support and United States Forces Afghanistan in 2018. Following redeployment, he was recalled to active duty serving as the chief of staff for commander, Naval Meteorology and Oceanography Command.

His four command assignments include Meteorology and Oceanography units in San Diego, California and Stennis Space Center, Mississippi, a Navy Information Operations unit in Augusta, Georgia, and Naval Information Forces Reserve Region South in Fort Worth, Texas.  His previous flag assignment was deputy director of information warfare integration, N2N6, Office of the Chief of Naval Operations.

He is the recipient of the Knowlton Award for leadership in military intelligence and has earned various unit, campaign, and personal awards.

Force Master Chief Nicole C. Rios, a native of Springfield, Massachusetts, serves as the Senior Enlisted Advisor to the Chief of Navy Reserve, focusing on the well-being and readiness of 59,000 Reserve Component personnel supporting the Navy, Marine Corps and joint Force.

She enlisted in the U.S. Navy in February 1996. Following graduation from basic training at Recruit Training Command, Great Lakes, Illinois, she reported to Logistics Specialist Accession Training in Meridian, Mississippi.

She completed sea duty assignments at Fleet Logistics Support Squadron 62, Brunswick, Maine, and Maritime Expeditionary Security Squadron 12, Williamsburg, Virginia. Her shore tours include Naval Reserve Readiness Command Region 13, Great Lakes, Illinois; Naval and Marine Corps Reserve Center Providence, Rhode Island; Naval Air Station Atlanta, Georgia; Recruit Training Command, Great Lakes, Illinois; and Navy Reserve Forces Command, Norfolk, Virginia.

She holds a bachelor’s degree in Business Administration and is a graduate of the Senior Enlisted Academy; Naval Leadership and Ethics Center Command Master Chief/Chief of the Boat  Course; Executive Leadership Symposium; Navy Senior Leader Seminar; Keystone Course; New Flag and Senior Executive Training Symposium; and Flag and Executive Leader  Implementation Course.

In 2016 she was selected as a Command Master Chief and reported to Navy Reserve Center Ventura County, California. Her follow on Command Master Chief tours include Commander Maritime Expeditionary Security Group 1, San Diego; Navy Reserve Region Readiness and Mobilization Command Jacksonville; and Commander, Navy Reserve Forces Command, Norfolk, Virginia.

She is designated Master Training Specialist, Aviation Warfare, Expeditionary Warfare, and Information Warfare Specialist. Her decorations include the Legion of Merit, Meritorious Service Medal (three awards), Navy Commendation Medals (three awards), Navy and Marine Corps Achievement Medals (five awards) and various unit and campaign awards.

Command Master Chief Lyons, a native of Springfield, Illinois, enlisted in the United States Navy February 1996.  Following graduation from basic training at Recruit Training Command, Great Lakes, Illinois, he reported to Aviation Machinist Mate Accession Training in Millington, Tennessee . He later graduated from Senior Enlisted Academy (Class 154), Naval Leadership and Ethics Center Command Master Chief/Chief of the Boat Course (Class 153), Command Senior Executive Leadership Symposium (March 2020), Advanced Command Master Chief Course (July 2023), and earned a Master’s Degree in Divinity and a Bachelor of Science Degree in Liberal Arts, Science and Humanity from Liberty University, as well as an Associate’s of Arts Degree in Aerospace Science and Technology from Coastline Community College. 

Command Master Chief Lyons completed sea duty assignments at Strike Fighter Squadron TWO ZERO ONE (VFA-201), Fort Worth, Texas; Fleet Logistics Support Squadron SIXTY ONE (VR-61), and Patrol Squadron SIX NINE (VP-69), Whidbey Island, Washington.

His shore tours include Aircraft Intermediate Maintenance Department, Naval Air Station Joint Reserve Base New Orleans; United States Transportation Command, Scott Air Force Base; Navy Manpower Analysis Center, Millington, Tennessee; Navy Operational Support Center (NOSC) Pearl Harbor, Hawaii; Navy Personnel Command, Millington, Tennessee; Maritime Support Wing, Naval Air Station North Island and Fleet Readiness Center Mid-West, Naval Air Station Joint Reserve Base Fort Worth, TX.

In 2016 he was selected as a Command Master Chief and reported to NOSC Pearl Harbor, HI where he led the command to earning the 2017 Region Southwest NOSC of the year award. In August 2018 he reported to Navy Personnel Command as the CMDCM/CMDCS/MCPO/SCPO FTS Detailer and PERS-4012 Command Senior Enlisted Leader. In February 2021 he was selected as Maritime Support Wing Command Master Chief.  October 2023 he assumed duties as the Command Master Chief for Fleet Readiness Center Mid-West, Naval Air Station Joint Reserve Base Fort Worth, TX.  Currently, he is the Command Master Chief for Commander, Navy Reserve Forces Command Norfolk.

Command Master Chief Louvier, a native of Houston, Texas, enlisted in the United States Navy in April 1997. Following graduation from Recruit Training in Great Lakes, Illinois, he reported to Naval Air Technical Training Center in Pensacola, Florida for Aviation Machinist Mate Basic "A" school. His first tour of duty was Aircraft Intermediate Maintenance Department (AIMD) in Washington, D.C. where he advanced to Aviation Machinist Mate 2nd Class.

 

Command Master Chief Louvier completed assignments at Fleet Logistics Support Squadron (VR) 48 at in Washington, D.C.; Fighter Squadron Composite (VFC) 12 in Oceana, Virginia; VR-46 in Atlanta, Georgia; Commander, Tactical Support Wing in Fort Worth, Texas, as the F/A-18 Class Desk; Strike Fighter Squadron (VFA) 204 in New Orleans, Louisiana, as the Maintenance Senior Chief; VR-62 in Jacksonville, Florida, as the Maintenance Senior Chief; and Helicopter Anti-Submarine Squadron Light (HSL) 60 in Mayport, Florida, as the Maintenance Master Chief.

 

In 2015, he was selected as a Command Master Chief (CMC) and served his first CMC tour at VR-56 in Virginia Beach, Virginia. His following CMC tours were: Commander, Tactical Support Wing at in Fort Worth, Texas and Fleet Readiness Center Reserve Mid-West in Fort Worth, Texas. Currently, he serves as the Command Master Chief of Commander, Naval Air Force Reserve, with dual headquarters in San Diego, California and Norfolk, Virginia.

 

His academic achievements include the Senior Enlisted Academy, Senior Enlisted Joint Professional Military Education, the Command Master Chief/Chief of the Boat course, U.S. Fleet Forces Command Executive Leadership Symposium, and the Flag Command Master Chief/Chief of the Boat course.

 

Command Master Chief Louvier is designated as an Enlisted Aviation Warfare Specialist. Acting Command Master Chief, Naval Information Force Reserve

Michael Doble

A native of Cambridge, MN, Master Chief Doble entered the U.S. Navy in February 1998. He graduated from recruit Training Command, Great Lakes in May 1998 and then became a Cryptologic Technician Collection “CTR” and attended C school for Direct Support Operator after studying at Naval Training Center (NTC) Corry Station in Pensacola, FL.

After four years of Active duty service, he affiliated with the Navy Reserve Security Group Minneapolis in February 2002. In March 2006, he was recalled to Active Duty in response to the Global War on Terrorism. Master Chief Doble was selected for Chief in 2009 and then Senior Chief in 2011. He was again recalled to Active Duty in 2012 in support of Operation Enduring Freedom.

After returning from mobilization he was selected to Master Chief Petty Officer in 2014. In March 2022. Master Chief Doble accepted long term orders to NAVIFORES to be the enlisted team lead for the Operationalize CNIFR OPT.

NAVY RESERVE RESPONSIBILITIES

The Chief of Navy Reserve (CNR) is the official within the executive part of the Department of the Navy who, subject to the authority, direction, and control of the Secretary of the Navy and the Chief of Naval Operations, is responsible for preparation, justification, and execution of the personnel, operation and maintenance, and construction budgets for the Navy Reserve. As such, the Chief of Navy Reserve is the director and functional manager of appropriations made for the Navy Reserve in those areas.

Commander, Navy Reserve Force (CNRF or COMNAVRESFOR) is responsible for providing strategic depth and deliver operational capabilities to the Navy and Marine Corps team and Joint force. Functionally, CNRF is an echelon-II command, which:

1) Manages, trains and administers the Navy Reserve Force as prescribed by CNO.
2) Manages assigned resources and executes the budget as a major claimant.
3) Monitors the effectiveness of resources management, training and administration of the Navy Reserve through directing corrective action to ensure the responsiveness and mobilization readiness of the Navy Reserve as prescribed by the Chief of the Navy Reserve (CNR) and CNO. 

Deputy CNRF is also “dual-hatted” as Commander, Navy Reserve Forces Command (CNRFC or COMNAVRESFORCOM), an echelon-III command, which administers Navy Reserve programs including management of all assigned Navy Reserve resources. CNRFC also performs other functions or tasks as directed by the CNO and CNRF with additional duty to and as prescribed by U.S. Fleet Forces Command. Functionally, the command:

1) Manages, trains and administers the Navy Reserve Force as prescribed by the CNO and CNRF.
2) Manages assigned resources and executes the budget as a major claimant (BSO 72).
3) Monitors the effectiveness of resources management, training and administration of the Navy Reserve.
4) Directs corrective action to ensure the responsiveness and mobilization readiness of the Navy Reserve meet the requirements prescribed by the CNO.
5) Serves as a General Court-Martial convening authority. 

CNRFC operates six regional headquarters and 107 Navy Reserve Centers (NRCs), located in all 50 states, Puerto Rico, and Guam. NRCs are the readiness generation centers of the Navy Reserve that provide administrative, training and readiness support to Navy Reserve Sailors, ensuring the Navy Reserve remains warfighting ready, anytime, anywhere.
